a) Program Specialist- Surveillance, Data Management, Monitoring and Evaluation

Reports to: Project Coordinator

Job description: The NCDC REDISSE Program is seeking an experienced data specialist, with extensive experience working within and supporting health information systems, specifically disease surveillance data.

Specific duties of the position include

  • Support REDISSE project implementation in the human health and animal health sectors
  • Support the surveillance and response to notifications of outbreaks of infectious disease by the animal and human health components
  • Provide input into the management of infectious disease notifications and associated databases as well as other specialized surveillance systems
  • Facilitate the development of interconnected and inter-operable disease surveillance and notification systems for epidemic-prone diseases in the country with a ONE health approach under the REDISSE project
  • Conduct periodic analysis and interpretation of infectious disease data and generate actionable information to guide response activity
  • Provide technical and professional advice to the REDISSE implementation team in the area of surveillance, Monitoring and Evaluation, and data management
  • Develop and implement a Monitoring and Evaluation plan which tracks the project development objectives and the Intermediate Indicators of the project
  • Develop a monitoring and evaluation plan for the project with support from stakeholders
  • Produce quarterly M&E reports for submission to the Steering committee, Technical committee, World Bank and WAHO
  • Produce Monthly activity updates for Component 1 activities (Surveillance and Information Systems).

FMARD Recruitment 2019 Qualifications and Experiences:
  • Minimum of a Masters’ degree in Biostatistics, Public Health, Epidemiology or another relevant course
  • Demonstrated knowledge of IDSR, communicable diseases, including control strategies and the epidemiology of infectious disease or DHIS2
  • Experience in the analysis and visualization of health data
  • Demonstrated analytical, critical appraisal and problem-solving skills and experience in the preparation of reports
  • Experience in monitoring and evaluation with a health sector project in Nigeria.
  • Advanced computing and database skills and/ or experience with or capacity to use databases for communicable diseases surveillance purposes
  • Previous experience and competency in the use of Microsoft suite (business intelligence, Excel and/or Access), EpiInfo and Health mapper
  • Good presentation skills and working knowledge of Microsoft PowerPoint as well as electronic messaging.
  • Demonstrated high level written and verbal communication skills and ability to work well with a team, liaise with staff and external organizations at all levels whilst maintaining tact and diplomacy

b) Program Specialist- Emergency Response and EOC operations
Reports to: Project Coordinator

Job description: The role involves planning, monitoring, assessing, and supporting activities focused on improving emergency operations and effective response to infectious disease outbreaks in the country; supporting and coordinating the activation of the Contingency Emergency Response Component (CERC) of the project.

Specific duties include the following:

  • Keep abreast of all ongoing human and animal health outbreak responses including but not limited to NCDC and FMARD emergency responses to zoonotic and epidemic-prone disease outbreaks – from the national to the state and local government levels
  • Support the development and review of REDISSE work plans ensuring that all REDISSE interventions and proposals align with the National Action Plan for Health Security (NAPHS) and REDISSE project appraisal document (PAD), address areas that need to be improved within existing All hazard or disease-specific emergency response plans and contribute the achievement of the Program development objectives/indicators
  • Propose and implement evidence-based, culturally appropriate and feasible emergency response strategies and interventions for inclusion in the REDISSE annual work plans
  • Work closely with the HH/AH sector coordinators to facilitate joint/ inter-sectoral collaboration for emergency response particularly between human health, animal health, and environmental health.
  • Support for the activities of EOC at the state and national levels (as delegated) as part of the REDISSE related activities.
  • Contribute to preparedness related activities for human and animal health including but/ not exclusive to training emergency response team personnel, communication with local, state, and federal RRTs as part of REDISSE supported interventions.
  • Facilitate collaboration with other partners to align REDISSE interventions with other preparedness interventions proposed by other international partners.
  • Produce quarterly M&E reports for submission to the Steering committee, Technical committee, World Bank and WAHO
  • Produce Monthly activity updates for Component 3 (Emergency Response) activities
  • Other activities as delegated by the animal health coordinator, the human health coordinator, and the project director

Qualifications and Experience:

  • Medical qualification / degree (MBBS or equivalent)
  • Master’s Degree in Public health or epidemiology with experience in Infectious Disease Control, Epidemiology, emergency response operations, membership of GOARN or rapid response team.
  • Professional Experience: at least 3-5 years’ professional experience in a comparable position.
  • Knowledge of health systems in Nigeria and previous rapid response team experience
  • Willingness to up-skill others within NCDC and FMARD as part of routine technical support to the organizations
  • Good communication skills and excellent report writing skills
  • A good team player who is willing to take on responsibility and possesses an Innovative mind and a positive attitude to change

c) Program specialist- Capacity building and Human Workforce
Reports to: Project coordinator

Job description: Supports all capacity building and knowledge management activities for REDISSE, enhances the project’s human resources plan, maintains a record of the component-specific training activities by facilitating the planning, implementing, and evaluating REDISSE supported pieces of training, capacity building programs, and interventions focused on improving the public health workforce

Specific responsibilities include:

  • Supports the development of the national public health workforce strategy, periodic review of the REDISSE organizational structure, including the standardization of the work structure by updating job requirements and job descriptions for all relevant positions.
  • Supports the recruitment and training of the REDISSE supported public health workforce trainees at the basic, intermediate and frontline FELTP levels in line with the planned interventions in Component 4 (Workforce Development)
  • Maintains project staff, collaborating partners, FELTP trainees and consultant’s database in collaboration with the procurement staff; establishing standards for recruiting, testing, and interviewing; supporting the procurement team on candidate selection for training and individual consultancy opportunities.
  • Ensures transparent recruitment/engagement, monitoring, and appraisal of REDISSE project staff, and ensuring submission of periodic appraisal reports by supervisors, supporting the project director in ensuring appropriate coaching and discipline of project staff; scheduling management conferences and project update meetings with project staff; hearing and resolving project staff grievances.
  • Maintains a record of incentives for field health workers and other project staff benefits; informs project staff of benefits by studying and assessing benefit needs and trends; facilities and supports the processing of benefit claims and disbursement of incentives for field staff supported by REDISSE;
  • Ensures the efficient and transparent process for obtaining, evaluating and monitoring the provision of incentives and benefits to project staff and field staff.
  • Ensures compliance with World Bank policies, Federal Character, and other extant rules while monitoring and implementing interventions to ensure that the project development objectives ad interventions are addressed.
  • Produce quarterly M&E reports for submission to the Steering committee, Technical committee, World Bank and WAHO
  • Produce Monthly activity updates for Component 4 (Workforce Development) activities

Qualifications and Experiences:

  • Minimum of Master’s degree in Business Administration, Human Resource Management, Law, sociology or any relevant field
  • At least 3-5 years’ experience of human resource management, labor law or implementing a health worker training program.
  • Experience with Hiring, Human Resources Management, Benefits Administration, Performance Management, Communication Processes, Compensation, and Wage Structure, Supports Diversity, Classifying Employees, Employment Law, Laws Against Sexual Harassment, in the Organisation, dispute resolution and/or arbitration.
  • Knowledge of implementation of the Nigerian Field Epidemiology and Laboratory Training Programme or health worker training is an advantage

d) Program Specialist: Laboratory System Management and Training
Reports to: Project Coordinator

Job description: Responsible for supporting the effective conduct and monitoring the activities to strengthen laboratory operations management, human resource capacity building for the National Public Health Laboratory Network, progress with achieving the targets for the WHO stepwise Laboratory Quality Management System improvement process within the network and ensuring that these activities are aligned to the national laboratory strategic plan, the National Action Plan for Health Security (NAPHS) and the REDISSE Project Appraisal Document with the focus of achieving the related REDISSE Project Development Objectives and Indicators.

Specific responsibilities include:

  • Support the efficient conduct of a baseline needs assessment of management and operations for laboratories in the National Public Health Laboratory network for human and animal health and facilitate the development of a plan to address deficiencies in these areas.
  • Identify and customize an appropriate assessment tool for laboratory management and operations based on standardized checklist items derived from global best practices in laboratory assessment which can be used for periodic laboratory audits.
  • Work with appropriate stakeholders to conduct a needs assessment of competencies required for delivery of services relevant to the public health function at the various levels and facilitate the conduct of gap analysis of staff competencies within the national public health laboratory network.
  • Collaborate with and coordinate relevant stakeholders to develop and implement a remediation human resource plan that includes training and facilitates the development and implementation of a human resource training plan to address audit findings.
  • Facilitate the development of a contingency plan to address unexpected shortages in laboratory personnel, equipment, consumables, and supplies at the national human health and animal health laboratories and propose short term solutions which can be supported by REDISSE
  • Preparing assessment reports and monthly reports of the progress of the project in the relevant Component area
  • Produce quarterly M&E reports for submission to the Steering committee, Technical committee, World Bank and WAHO
  • Produce Monthly activity updates for Component 2 (Laboratory Systems)
  • Other activities as delegated by the animal health coordinator, the human health coordinator, and the project director

Qualifications and experience:

  • Master’s degree in a Biomedical Science, Microbiology or laboratory science related discipline
  • Formal postgraduate training in laboratory quality management and registration with the Medical Laboratory Science Council of Nigeria been an added advantage
  • 5-7 years’ experience in clinical or public health laboratories developing and managing laboratory quality systems, including planning, budgeting, QA, monitoring and evaluation.
  • In-depth technical knowledge of accreditation and/or certification, and laboratory safety.
  • Demonstrated experience in teaching and training laboratory staff, and good mentoring skills.
  • Excellent interpersonal, oral and written communication and negotiation skills.
  • Demonstrated ability to manage priorities and generate quality reports on concurrent assignments.
  • Excellent personal organizational and work planning skills, solutions-oriented approach, demonstrating high productivity and ability to manage to compete for work priorities; high personal and work ethics.

e) Program Specialist: Social and Environmental Safeguards

Reports to: PROJECT Coordinator

Job description: Monitor the net social impacts and benefits of the project the interventions support the development and implementation of environmentally and socially sound laboratory technologies, surveillance systems, outbreak response activities and safe and secure mechanisms for disposal of medical waste (where generated as result of the project interventions) to reduce the potential of public health risk.

Specific responsibilities include:

  • Monitor and document the potential negative impacts of the project relating to the rehabilitation/upgrading of medical and other facilities (waste management and occupational health and safety issues), use of pesticides (indiscriminate and inaccurate usage and poor disposal practices) and medical and animal waste management (haphazard disposal resulting in risk to public health and to the environment).
  • Liaise with the relevant stakeholders to identify and develop mitigation strategies for all risk identified
  • Be the custodian for and ensure compliance with the relevant safeguards policies and instruments developed for the project including the national Healthcare Waste Management Plan (HCWMP), an Integrated Pest and Vector Management Plan (IPVMP), and an Environmental and Social Management Framework (ESMF).
  • Facilitate the monitoring and evaluation of the implementation of interventions developed to mitigate risks identified
  • Stakeholder engagement and advocacy for social and environmental risk identification and mitigation
  • Develop Site-specific Environmental and Social Management Plans (ESMPs) and/or Waste Management Plans (where necessary) for project activities, including animal waste management, civil works, medical waste, from the collection, transportation, storage and disposal and monitor compliance with those or existing plans.
  • Establish and maintain project-level grievance redress mechanisms in line with the WB’s Grievance Redress Service (GRS) for communities and individual whilst ensuring prompt response and redress where necessary; Assist in the development and operationalization of the project-wide grievance redress mechanism
  • Document and maintain such concerns in a project complaints register and provide an annual report to the project director for review by the National Steering Committee
  • Conduct screening of proposed project activities to identify the potential social impacts (including safeguards) and specific management and actions for mitigating the negative social impacts.
  • Assist with training of all relevant stakeholders in the implementation of social development issues on the Project
  • Ensure timely and appropriate coordination between the different sections of the project on GRM issues within the Project and maintain the grievance redress database/registry at the National and State levels;
  • Collect and collate information/data related to the project GRM
  • Prepare knowledge products and services on gender issues of importance, such as studies on current and emerging issues, operational tools (sector checklists and toolkits), and good practice project case studies
  • Assist to prepare and submit timely and regular progress reports indicating the status of the implementation of Social Safeguards activities of the Project
Qualifications and experience

Applicants must have-

  • Bachelor Degree, in Law, Gender Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Mass Communication, Economics, Human Rights, or other social science
  • Relevant working experience in a similar role is essential
  • Master’s Degree, or equivalent, in Gender Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Mass Communication, Economics, Human Rights, or other social science, preferably involving gender studies will be an added advantage.
  • University degree in Gender Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Mass Communication, Economics, Human Rights, or other social science combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
  • Excellent written and verbal communication skills in English is required
